Patrick Neven sits at the helm of iGov as it is poised to expand its customer base and maintain an efficient and lean business profile. He founded iGov in 1996 to offer government agencies worldwide manageable and cost-effective IT services and solutions. iGov has since evolved into a company that can meet the entire range of tactical and enterprise IT needs of Federal agencies. His entrepreneurial skills are well-recognized in the government IT market. He possesses strong creativity as an executive leader and inspires confidence and camaraderie with his intuitive team-building skills.
Prior to founding iGov, Mr. Neven held several key marketing and managerial positions with prominent IT government contractors. Most recently, he was the Director of Federal Sales for Innova Communications and Vice President of Sales and Marketing for BDS, Inc.
Mr. Neven was educated in North America and Europe, graduating from Saint Ambrose in England.
Mike Tyrrell joined iGov in 2005 as Chief Financial Officer from Tatum LLC and was promoted to President and COO in December 2006. With over 25 years of professional experience, he provides iGov with the corporate, investment, and financial management; strategic planning expertise; and value creation experience. Previously, he served as a highly successful senior executive for several Washington, DC, area IT companies, including In-Q-Tel, Inc., KTI Network Solutions, and QuesTech, Inc.
Mr. Tyrrell holds an MBA in finance from George Mason University, a master’s degree in telecommunications from Syracuse University, and a Bachelor of Accounting degree from the University of Scranton. He is also a Wharton Fellow at the University of Pennsylvania’s Wharton Business School for continuing executive education. In addition, he holds a CPA license from the State of Virigina.
Mark Valentine is a seasoned professional with over 25 years of finance and accounting experience with both private and public federal government contractors in the information technology and services industries. Since 2006, he has served as Financial Controller of various organizations and joined iGov in 2010 in that capacity. He was promoted to Chief Financial Officer (CFO) of iGov in 2018.
As CFO, Mr. Valentine is responsible for all the company’s financial, accounting, and procurement operations. This includes executive-level reviews of the company’s business and pricing strategies, internal control of all company accounting and financial reporting functions, management of the company’s treasury and credit facilities, and federal contracting compliance.
Mr. Valentine holds a master of science degree in finance from Loyola University Maryland and a bachelor of science degree in business administration from Towson University. He also is a Certified Public Accountant, licensed in the state of Maryland.
Chuck Reiche joined iGov in 2010 as the Program Manager for the Tactical Collaborative Work Suite (TCWS) program – also serving as the Department of Homeland Security, Joint Special Operations Command, and Marine Corps account manager – and was directly responsible for contract performance, business development, and capture across a diverse portfolio. In his present position, he leads and manages corporate business development and capture operations.
As Senior Vice President of the Program Management Office, Stephen Carlton is responsible for the overall successful execution of a portfolio of customer and internal projects with focus of meeting and exceeding cost, schedule, and performance requirements. He has more than 30 years of experience in program management, engineering/analysis, and systems integration. He joined iGov in 2015 as Senior Capture Director and assumed his current position in 2017.
As Vice President of Contracts, Lee Showers is a compliance and negotiation expert with more than 20 years of government contract management, international trade compliance (ITAR, EAR, OFAC, CBP, ATF), proposal management, and risk mitigation experience in the highly regulated defense and aerospace product sales, manufacturing and service industries. Mr. Showers is a strategic, patient problem solver who sorts through issues logically and methodically, removes barriers to progress, and identifies optimal paths forward while building productive business relationships.
Mr. Showers is a proud alumnus of Christopher Newport University and is a Certified Professional Contracts Manager (CPCM) from the National Contracts Manager Association.
Julie Lucas joined iGov in June 2024 as the Vice President of Human Resources. With over 20 years of experience, she brings extensive expertise in strategic HR management and government contracting. At iGov, Julie is instrumental in advising senior management and leading the Human Resources team. She oversees the administration of company benefits, spearheads strategic hiring initiatives, and ensures that iGov’s policies and practices adhere to all legal and ethical standards. Julie is responsible for the overall management, strategic planning, and execution of iGov’s HR initiatives, ensuring they align with the company’s business objectives and Corporate Strategic Plan.
She holds a Bachelor’s Degree in Business Administration and spent 17 years at a private company before transitioning to the Government Contracting industry, where she has worked for the past decade.
Her leadership and experience make her a vital asset to iGov’s continued growth and success.
Nilsa Perez-Stockel is a seasoned professional with over 17 years of finance and accounting experience with both private and public federal government contractors in the information technology and services industries. Since 2020 she has served as Financial and Project Controller for mid-sized government contractors as well as large companies such as CACI Products (a CACI International company) and ManTech. She also worked in Public Accounting as a consultant and tax professional.
As Controller, Mrs. Perez-Stockel supports the CFO in the day-to-day activities in the Accounting Department. This includes planning and directing the functions of general and cost accounting activities, payroll, financial planning and analysis activities, managing the company’s internal controls, and assisting with all reporting and compliance functions.
Mrs. Perez-Stockel holds a Master of Science degree in taxation from George Mason University and a Bachelor of Science degree in business administration from University of Puerto Rico. She also is a Certified Public Accountant, licensed in the state of Virginia.
